Some people have blogged about what a foreign minister should do. Here’s what a wannabe foreign minister would do. A discussion of English-teaching should first focus on the aim to be achieved. I see three classes of students which I’ll call Type A, B, and C. Type A, numbering in the hundreds; the aim is to achieve full efficiency which is best achieved by study abroad. Type B, in the thousands; the aim is to achieve a degree of proficiency (for work, say); these are the students who patronize the English....
