British envoys' undiplomatic parting shots revealed

LONDON, Oct 20, 2009 (AFP) - Thais have no culture and are all driven by sex; Africans are self-destructive, and Nicaraguans are dishonest, violent and alcoholic -- and that's according to professional diplomats.

The undiplomatic parting shots of British ambassadors over the years, in final dispatches to the Foreign and Commonwealth Office (FCO) in London before leaving their posts overseas, were revealed in a BBC programme aired Tuesday.

The top diplomats' "confidential" assessments, designed to give London a "full and frank" picture of countries around the world, are not normally supposed to be published beyond the higher echelons of the FCO.

But the BBC winkled them out of Whitehall using Freedom of Information legislation which obliges public bodies to divulge secrets which they might prefer to remain secret.

Sir Anthony Rumbold, who served in Bangkok from 1965-67, did not mince his words when reflecting on his Thai hosts.

"They have no literature, no painting and only a very odd kind of music; their sculpture, ceramics and dancing are borrowed from others, and their architecture is monotonous and interior decoration hideous," he wrote.

"Nobody can deny that gambling and golf are the chief pleasures of the rich, and that licentiousness is the main pleasure of them all," he added.

In the same year Roger Pinsent, the FCO's man in Managua, let rip with his real views on Nicaragua.

"There is, I fear, no question that the average Nicaraguan is one of the most dishonest, unreliable, violent and alcoholic of the Latin Americans," he wrote.

The High Commissioner to Nigeria, Sir David Hunt, wrote back to London in 1969 that Nigerians had "a maddening habit of always choosing the course of action which will do the maximum damage to their own interests."

"They are also not singular in this. Africans as a whole are not only not averse to cutting off their nose to spite their face; they regard such an operation as a triumph of cosmetic surgery," he added.

The FCO itself doesn't escape criticism: Sir David Gore-Booth took aim at head office in London when leaving India in 1998.

"One of the great failures of the diplomatic service has been its inability to cast off its image as bowler-hatted, pin-striped and chinless, with a fondness for champagne," he wrote.

According to Thanong, these were turned in (with the exception of the one blasting Britain) in the late 1960's. The persons who wrote them are probably dead or dying. Why let it bother you now as long as the writers are no longer in government service.

You have to read the entire memo.

That one bit was the worst sentence in the whole 10 page paper.

The rest of the analysis was good and he did have a couple nice things to say about Thai people.

What was sad about the memo was that you could read how apparent it was in the tone how really dead the British Empire was at that time.

He thought the only impact the British could make upon Thailand was through English teaching.

Sad, when you consider the British basically controlled Thailand from the time of the Bowring Treaty all the way up to 1932.

In the diplomacy circle, there are broad range of derogatories more than the Britich parts.
One of my friend, a diplomat, now working in an agency of UN's habitually spitted " That bunch of foot soliders !".
He pointed American officials.
Especially when new government came in, many of unexperienced, poorly-cultured officials were protruded in international contact points.

They move like 'Chinese foot soldiers', who are dashing to the frontline trench, with a grenae in one hand, a rice roll in another hand, only looking back at the White house. They violate often the protocol of dimplomacy and spits rude statements.
