Patcharawat is back for a full confrontation mode

Pol Chief Patcharawat Wongsuwan sprang a surprise by appearing at his office this morning at the Office of National Police. He wants his chair back, quickly.

Patcharawat was supposed to take a leave, for as long as 30 days as Prime Minister Abhisit Vejajjiva has suggested. This would allow Pol Gen Thanee Somboonsap to proceed with the full investigation into the attempt assassination against Sondhi Limthongkul.

Abhisit's indecisiveness is once again returning to haunt him. He should have transferred Patcharawat to an inactive post the Office of the Prime Minister. But, like Hamlet, he hesitated and was afraid to make decisions until he was really certain of what he saw or heard. But that could be too late. Now Patcharawat is challenging his authority as premiership.

Earlier Patcharawat snubbed back at the PM. He told Nation Channel that he had never taken a leave because he only planned to make a foreign trip. Amid this confusion, Abhisit appointed Pol Gen Vichien Pojphosri, a deputy police chief, to serve as acting police chief. Pol Gen Phriewphan Damapong, the elder brother of Khunying Pojaman (Shinawatra) Damapong, added fuel to the fire by voicing his protest against the appointment of Vichien. Phriewphan said Vichien did not have his seniority and that the job of acting police chief should go to him alone.

But we all know that Phriewphan's career rose rapidly over the heads of many other senior police officers during the Thaksin administration. Thaksin Shinawatra, the then prime minister, laid down the path for him to become police chief.

Phriewphan and Patcharawat belong to the same camp, whose colour is bloody red.

At the Office of National Police, two hot issues are catching up with one another. The first is Thanee's investigation into the attempted murder of Sondhi. The second involves the reshuffle list of around 130 police officers, about 60 of whom are under Phriewphan.

Rumours are circulating that big money is involved in this transfer. So the stake of the police chief is very high during this critical juncture.

Since Patcharawat is back to his beloved chair and his beloved desk, Vichien has to give way automatically.

Now Abhisit looks really bad. He has the power, but he does not know how to use the power.

Sorry that I have no time to update my blog. I don't have time to write my weekly column either. I am now travelling in the South. The food here is quite nice.

The political situation is rather tense between now and the run-up to Aug 17. AV and blues and reds are breathing on each other's neck.

It seems hardly worth making a political comment, there are many here much more able than me. My simplistic observation is that Abhasit is being squeezed ever tighter into a corner and is playing out his remaining useful cards. But all is irrelevant really because we all know that the real battles are being engaged out of sight and at a much higher level.
The real problem, which Abhasit dare not tackle, is simply too many generals and not enough top positions. Thus constant infighting.

nd c. 47: Note that the PM by position is the chairman of the two highest level police force committees, one dealing with personnel matters, the other dealing with policy matters. So he has supreme authority over all police matters by law, and can do as he sees fit and proper to make any personnel changes he deems is important for the progress of the police force--and of course by implication the progress of the nation, which essentially means minimizing the corruption therein and preventing the plonks appointed by Thaksin during his empire building days to achieve power. All this BS about seniority and so on is a ploy by the police generals to protect their positions and interests.

Apisit is on the side of the thep on this one (as well as on others, but that is another topic altogether). He knows he has right on his side, and is going about it in his typical style. But he must watch his back all the while, and that's why his is a cautious move. But the direction is fine and worthy of support by all justice loving people.

Any political significance in the group of well wishers congregating at Patcharawat's office today ?

fq, This is a way for AV to show that he’s in charge. No matter who’s who or related to whom. This game with Patcharawat is not personal; it’s bigger than one person - it’s national.

You should know that this present Police transfer and promotions list is just an initial list for 150 something generals. A second lists for another I think 100,000+ is next. It is important to many ‘people’, as well as to the country? Important to all the colors of the spectrum; red, green, yellow, blue, yellow/green, khaki, and etc. Why?

Well on the 16th of this month a new law regarding the policy and restructuring of the police force comes into effect. Therefore Patcharawat, wants to “stuff the polls” with his appointees. Then these appointees will be involved with the second transfer. If this were to happen then any restructuring will be a farce; especially if Phriewphan becomes the new police chief. Then thaksin’s will be able to continue his fascist state by remote control.

That’s why AV is stalling the process to go beyond the 16t; then the police list is under new rules and it’s a whole new ball-game. Even without the new regulations AV doesn’t have to consider ‘seniority’ when he chooses a replacement for Patcharawat; only a ‘suitable’ person is required. But the police insist on ‘seniority’ as a basis not performance. With the new restructuring policy AV will effectively be in control of making the National Police a professional force whose goal is to ‘protect and serve’, under the rule of law, not under a kangaroo court and extrajudicial process.

Why do you think that last week, Phriewphan, thaksin’s brother-in-law came out with his crocodile tears demanding fairness and an end to double standards and that he was the most ‘senior’ in the force. But in his manipulations of public sentiments he utilized the tried and tested, Ian Standard. That of ‘lies by omission’. He conveniently forgot to say, hoping that people would have forgotten, that his seniority is based on thaksin’s jumping him over the heads of many more ‘senior’ police generals when he was appointed assistant police chief. Distortions and manipulations runs in the family, as well as with neutral observers, devil’s advocates, and pedagogues like Ian and maxwell, and fools like hermione, br and the anti-monarchist - PJ.

I also thought Abhisit plotted well, at least for today. The birthday faces in the Nation's photograph do not look particularly happy.

If he can actually restructure the Thai police force so that instead of focussing on corruption and enabling petty crime, the police actually do something about the awful fact that Thailand is a more violent society even than the US (Thailand has double the US murder rate, for example), then I will applaud him.

I would suggest that an excellent, and no cost, start for Abhisit would be to summarily revoke some of the numerous laws that positively incite corruption, such as the anti-prostitution laws. The Thai police would be much better employed for Thai society working to solve and prevent murders and other actually harmful crimes than they are in facilitating prostitution and other generally harmless activities of which a majority of Thai people clearly approve.

I too think Abhisit is handling this awkward situation remarkably well. He's growing into his position, and I just hope there's enough time for him to find his feet fully before the snake Suthep makes his play, which I reckon is approaching fast. In the meantime, may Phriewphan cry his eyes out!

Actually, I am becoming more and more impressed with AV. His instruction for Patcharawat to go down South and then appointing an acting Pol Chief was something I'd not thought he do. He does this in the face of Gen Prawit who was not best pleased today of all days. His birthday no less. Our MoD can do nothing for his little brother except blow hot air.

AV seems to be taking no dissent from his subordinate. He's turning out to have some backbone afterall! The next step will be fun. The re-structuring of the whole National Police Force.

And once again we'll see Phriewphan crying his crocodile tears because he's been passed over for the top job.

K. Thanong: we are dealing with a police chief who's a bully. But what do these acts do for him and his family in the long run? Humiliating a superior is unacceptable and bad karma. Apisit is right to let society judge. Of course, he has to practice the politics of the powerless, but in the long run, he will win against these kind of people.

For him, a strong one party government arising from a new and fair election would be ideal. If he can achieve that, his behavoir would be different and more productive. Such achievemnet partly depends on how he handles the economy and the elections during his term of office, meaning now. To share power with the blue shirts might be necessary after the elections, but if he achieves a lot now, their power wouldn't be so dominating as now. Besides they are needed to balance the power of the hopelessly Machiavellian Chart Thai Party and the other riff-raff parties.

He might soon lose the confidence of those who had high expectations of him. And if he should lose the PM position for whatever reason, his experience during his term of office will be valuable for young people to learn what Thai politics is really about.

He can still do a world of good after leaving office by exposing whoever needs to be exposed. That would be a valuable contribution to political development here in Thailand.

The first paragraph of your Chinese blogger's posting was an astute observation indeed, with which I definitely agree, although it applies just as well to the British. I tried on Al's blog to raise this point-of-view, without much success. There are many instances where the ideologies proclaimed by Western countries and proferred to 'developing' nations (with different histories and cultures) are the source of the decay that is eroding their own societies, yet they cannot accept them as such and carry on blindly claiming them as solutions to these nations problems which they barely understand.

As for br, you must pity him. After all, (unlike all the other US military who did their job as they were commanded for their salary), he is the statistician who gave up everything to come and fight to protect your ass so you could visit his country and pay good taxes! He likes to criticize Thanong's English, although his own written words are often wrong grammatically, in spelling and sense. He forgets that Thanong is writing in his second language, and on an error per number of words written analysis, Thanong's English is better than br's!. And those are statistics which br should understand, like valid sample sizes. He has also never asked himself why the Americans do not have any Thai-language newspapers, and if they did, would they be written by Americans?

No, Expresso, one must pity br. He lost the war he voluntarily joined for your sake, he cannot live in the society he believes is the global answer, so now he resorts to endless rather stupid comments which he can only write with the aid of gutter-snipe language and calling people names.

I have been accused elsewhere today of prevarication and contradictory comments, I offered as my defense that Thai politic is in such a constant flux that it is not possible to have a consistent viewpoint of them. I said before that if you want to look at an ugly American, you need only look at BangkokRay. Certainly BangkokRay is not representative of most Americans and he is clearly unlike some of the American bloggers who blog in here. But then, some American bloggers here are just as complacent as some Thai bloggers who remain silent. Only some Brit bloggers here like to suerk with their superiority complex type of remarks, except noonin.

I would like to paste what a Chinese blogger posted in reply to an American who is the BangkokRay type. What posted below in reference to China and Chinese may equally apply to Thailand and Thai.

Mmy posting of the below is just to remind some Westerners to reflect on their own societies. As Confucius says:

Just another chapter in the Thai soap opera, a chapter that will soon be forgotten (by most people). It's just amazing, truly amazing. Maybe Abhisits hands are tied, so from the outside things look weird.
Does anybody remember the chapter where the two military officers relaesed the CCTV pictures showing the former Defence Minister Thamarak Isarangura comitting a crime? They were National heros. Sergeant Major Supoj Phanphet and Lieutenant Narongsak Premsuk are heros that we all should thank from the bottom af our hearts. Who remembers them? Not even Peacefullness would remember them.
Why doesn't anybody care about such heros? What is going on in criminal thailand at the moment?

As you likely know, I come from a country that has never experienced a coup. They just don't happen in a "democracy". We deal with our corrupt politicians democratically. Our government doesn't sponsor petitions to counter a petition(at taxpayer expense). We don't pass laws after the fact to convict our politicians. Our media is not controlled by our government.
Last but not least, post your home address and cell phone number and I'll consider doing the same. That should be easy for you since you are a national "journalist" from the #1 English language newspaer in Thailand.

Seems to me you interpreted comment #2 exactly like I did. I made reference to any artile that this author writes somehow finds a way to bring Thaksin or the red shirts into it. Back to the subject of the blog. The longer AV allows this challenge to his authority to linger the weaker he will be. But this doesn't necessarily mean that he is a lame duck. It just means that his power base is further weakened and he will have a government that is further weakened. It's not a crippling state of affairs but one that makes him lose face unless he can come up with something by this week.

Patcharawat has nothing to lose. He retires at the end of the month. The loser will be AV.

2. We don't cut and paste from some "gloom and doom" website that says the USA will be in civil war in two years and that Russia and China will take it over.

3. We don't post a blog that is a "call to arms" to a very radical group in Thailand.


One thing that I do know is that neither of us consider ourselves journalists. I can only speak for myself on this one, but if I was a journalist, I'd have somebody proof read my writing.
My IQ is high enough to take the red pen to your writing if you'd like.
I could also write a whole story without referring to Thaksin or the bloody red shirts once. TN seems incapable of doing that.
Breaking news from TN; The baby panda turned one month old today and Thaksin is still in Dubai.

My definition of IQ is an ability to write in a proper context. Given the fluid of Thai politics, the context keeps on moving. But you guys write with casual observation. That's the difference.

I didn't read what is written here. But have some thing interesting to share about Sondhi Lim case.

SL said at the very beinging after the attempt to shut his mouth up that he knew who was behind it. And he 'ÍâËÊÔ¡ÃÃÁ' (a term frequented by religious buddhist = forgive) he/she/it??? behind the plot.

Lately he said the one behind the plot if someone who lives outside the country.

Interesting questions have been raised in Thai webboards ;

if it's Thaksin (like SL's trying to lead peple to believe now) why SL said he forgave him? He probably told the whole world : IT'S THAKSIN. Why so meek? The assumption is that it must be someone very powerful. Someone who wanted to warn him if he said too much. They probably reach some agreement.

Many Thais don't believe in true investigation involving the YELLOW whether it's the airport case or SL case. They're just some kind of show.
