Thai-Khmer ties will take a deep plunge now that Kyodo News reported that Thaksin Shinawatra has been appointed as economic adviser to Cambodian Prime Minister Hun Sen and his government, the office of the government's spokesman said today.

According to the statement, the appointment was made by King Norodom Sihamoni on Oct. 27 at the request by Hun Sen.

It said Thaksin, who fled Thailand in August last year shortly before a court sentenced him to two years in jail for breaking a conflict of interest law while he was in power, is free to travel or reside in Cambodia.

Thailand has several times said it would seek extradition if Thaksin is confirmed to be in Cambodia, but Wednesday's statement said Cambodia would not do so even if there is such a request.

Thaksin was ousted from the premiership in 2006 in a bloodless coup.

He is believed to be mostly residing in Dubai.

He posted on blog last month that he "truly appreciates Prime Minister Hun Sen for his kind offer and bravery to tell the public that I am his friend."

PM Abhisit has said if Thaksin lands in Cambodia, his government will seek his extradition. Thaksin was said to be planning to visit Cambodia to join the Loy Krathon Festival on Nov 2. He later denied the report. Pheau Thai Party's Chairman Chavalit Yongchaiyudh said Thaksin decided not to go to Cambodia "because he didn't want to create problems for people concerned."

I've been to Cambodia. No one likes Cambodia, even Cambodians. PROOF? Well, they don't like their own money. Prefer US$ or Thai baht. Even ATM's spew out US$. Thaksin can help? I doubt it. Appointment solely for the purpose of residency to acquire a diplomatic passport. He probably paid for it too. So be it. Let the chips fall as they may.

Very true and in the years I have been associated with this blogsite this has normally been the case. This has now changed, unless one conforms wholeheartedly to the yellow ideology, one is attacked, abused, and shouted down, by a small but vociferous minority. Now I finished watching the Nation TV talk show. The achorwoman of funny facial expressions (I wonder when she will learn a journalistic poker face) asked the last question to a professor from Chula university : "who should be deleted from the equation to solve the diplomatic impasse with Cambodia?" , she answered, "uuummmm, Kasit did not have a big role with Cambodian gov.....so it shuod be Thaksin, I guess." Then the woman MC quickly interrupted and said, "our dear viewer, I understand your feeling but ultranationalism is very, very, very scary, nanana, we just want to help you to think well about this. Please understand this is our intention nanana..." (hahaha sorry, there is no "nanana" actually) She is an oppotunist without her own brain but clever enough not to have Supalak utter the last word in the program. Probably she got a lot of SMS which made her not comfotable during the air time, I guess.

Come on, this is just one opinon poll, so they don't have to be panic. Thailand gave a clear signal to Cambodia ,once, then this level of support to the gov. will disappare. This is quite a healty response to a provocation from a foreign country IMO.

But I think that Thais should be careful of the blind nationalism of Cambodians which could lead to a riot against Thai's interests in Cambodia. On this score, I think Supalak is right. This is really scary.

AV's reaction to hun sen's remarks prior to the ASEAN meeting was proper and low key. This recall of the ambassador is also proper and justified diplomatic escalation. No severance of diplomatic relations just a recalling of the Thai ambassador to review past communiques and agreements.

hun sen made a mistake in appointing thakins as his economic advisor. He should have made thaksin his primary advisor for criminal law seeing as thaksin has a Phd and a wealth of experience from both sides of the law.

Ian, you may not understand the situation very well, I guess. In the last protest, the demand of PAD is to evacuate Cambodians from the disputed territory to which both countries claimed as their land. Although the terriroty claim is the official position of Thai governments (not only this government, but also the previous governments, ,remember Nopadon said "I did not give an inch to Cambodia"), Kasit accused PAD of its provocative apporach because of the very concern you pointed out. That's why he was being called an turncoat by PAD.

AndI don't think Hun Sen care much about what Kasit said in a PAD rally, because he is too "mature" to stick to such a small thing, or do you think Somdech Hun Sen is as childish as bloggers here? I don't think so

If Cambodians are of similar temperament to Thais they do not forgive easily. After what Kasit had publicly said about Hun Sen, to appoint Kasit as Thailand's foreign minister must have been a kick in the teeth to Hun Sen. He has probably been planning his revenge ever since.
The PAD disturbances at Prear Vihear also played directly into his hands by creating anti Thai sentiment in the Cambodian people.
Abhasit by appointing Kasit and not preventing the PAD at Prear Vihear has handed the moral high ground to Hun Sen.
Abhasit is making things worse by continually over reacting, someone, possibly Thaksin, understands Abhisit's psychology well and knows just which buttons to push.

Sawadee Peacefulness, what you have stated are facts and there is no disagreement on that. But just indulge in my opinion on using the right strategy to deal with this diplomatic row.

Breaking off diplomatic ties is purely symbolic but really carries no weight. Thailand is not USA where they can influence other allies to do very damaging consequencies like trade sanctions. We have more to lose if we embark on using trade as a punishment as we have bigger investments. In summary, why break ties knowing it is punitive.

The PAD and their like minded Thais may think there are on higher moral grounds when dealing with Preah Vihear. However if you ask the Cambodians, they too claimed high moral grounds. To confront in such state of mind is pure provocation and do not come to any good.

Whether you viewed Hun Sen as a man lacking mental adequacies is your characterisation; he is still a head of state of Cambodia and someone that you have to deal with.

I think Ahbisit have to lower his big brother attitude and do some damage control before this spiral out of his reach. He may have to swallow his pride and asked for a incumbent and influential ASEAN leader to mediate and mend ties.

(Chawalit's first trip as the party leader was a disastor as you see) As for the south, the new political gimmic mgiht increse the chanace of PT's cutting into Dem's bastion in the deep south, but how about the overall reaction from the rest of the country? I think this is one of the reason that his initiative still cannot get full support even from his own(?) party. And I am not sure if Gen Chawalit will keep the party leader status unitl the election day. He might quit.

h.e. abhisit vejjajiva's government has done a good job by recalling amb back and reviewing issues concerning two countries acrdg to the normal diplomatic decorum internationally.

kasit piromya, with 37yrs untainted record of excellent performance as ambassador to many countries,such as usa/germany/japan/indonesia and other high ranking positions in the ministry of foreign affairs, is the most appropriate choice to be minister of forign affairs. he is also a well known figure in the diplomatic circle both domestically and internationlly.

mr veera somkuamkid and his supporters rally at the border should be held as an "heroic act" to protect the sovereignty and dignity of the country.

hun sen is a man of unstable mentality and also an absolute dictator.......

only the last paragraph is quite acceptable, but it should be re-written as
"Lastly, I sincerely think that fugitive criminal Taksin should have rejected the appointment for th sake of Thailand."

C40/C41, both comments very valid. Hun Sen was the provocator sparked by Chavalit's visit; instructed by Taksin as part plan to serve Thailand domestic political scene as election draws near. I think that it is a given.

What I am saying is that Ahbisit has not handle this pre and post incident well. I just feel that there is some 'bad brother' arrogance in Ahbisit in dealing with Cambodia. Taksin has found an Achilles heel and milking this incident and also the South plan to its fullest. Somehow Ahbisit and his cabinet (except Suthep) have been out strategized by Taksin group. And if Ahbisit & the Democrat do not re-group and think through their strategy to combat PT propaganda, their next election will be very shaky.

C39, Hun Sen did the move first, and Thai government respond to the provocation. This is a real picture.

I think that this is all about the public reaction to the government decision. If Thai public overwhelmingly support the government response, Hun Sen would give a second thoguth of his support to Thaksin, and Thaksin also back off from this gimmic, because he is clever enough his attmept is being backfired in domestic politics. (That's why Thaksin is now twitering like hell to spin this as "overreacion", while asking Hun Sen to make more provocation to attract more "overreaction" from Thai side, I guess. :)

If the domestic support to the government action is lukewarm, they will escalate their offensive.

Some blame must falls on PM Ahbisit for this diplomatic spat. He should have taken more efforts to strengthen neighbourly ties whe he become PM. Instead he was more keen to pander to the West to make a name for himself. I can't recalled him making state visits to Cambodia, Laos & Vietnam.

He also foolishly accepted Khun Kasit as Foreign Minister after Kasit had bad mouthed Hun Sen. Not very smart.

Then he should have stopped the PAD creating disturbances at Prear Vihear to demonstrate his sincerity to improve relationship.

He did none or perhaps he was badly advised. Now he has go on air, bang his chest and pronounced tough diplomatic retaliation. Ambassadors have been withdrawn from both sides and a vaccum exist as the only channel of communication has been removed. Is that smart? Why allow bilateral relationship be jeopardize by a single individual. Is not talking going to solve any problem?

We know Hun Sen character well and he will not back down from a fight and he will only wait for Ahbisit to make a move first and he is making all the wrong moves or poorly advised.

Rather he should not play into Hun Sen's hand. Let him be appoint Taksin and go through the international legal process to extradict him. The international community will be on Thailand side if we use international legal process. Cambodia will then be the pariah.

Lastly, I sincerely think that Khun Taksin should have rejected the appointment for sake of Thailand.

Now, I start thinking that K. Krajog may have been right. If Thailand had done this earlier, Hun Sen may not have appointed Thkasin officially, so it would have been much easier to mend the relationship, yet Abhisit must have been accused of having escalated the situation by his opposition more severaly.(actually, he was being accused by the opposition in the way but in lesser extent) I think this is a difficulty in diplomacy, that's why I can't be as brave as somebody calling the PM of a country immature

What he want is not money but the power which is solid enough to make him feel more safe. That is the psychology of a guy like Hun Sen.(That's why he can survive) But Hun Sen can betray Thaksin anytime, if he think that Thaksin is useless, because actually his girp of power is quite solid, if objectively speaking. He has the free hand which Thakisn doesn't have. That's why I wrote Hun Sen hired Thaksin.

In short, Thaksin is in the position that he has to pay to be hired.

Royal Thai Government’s Position Regarding the Recent Appointment of Pol. Lt. Col. Thaksin Shinawatra as Adviser to the Royal Government of Cambodia

Following the recent appointment of Pol. Lt. Col. Thaksin Shinawatra as economic adviser to the Royal Government of Cambodia and personal adviser to Prime Minister Samdech Hun Sen and the decision to deny any request for extradition of Pol. Lt. Col. Thaksin in accordance with the Extradition Treaty between Thailand and Cambodia, the Ministry of Foreign Affairs wishes to state the following:

1. The Royal Thai Government has conveyed to the Royal Government of Cambodia on several occasions that bilateral relations between both countries should take precedence over any personal relationship.

2. Actions taken by the Royal Government of Cambodia involving Pol. Lt. Col. Thaksin cannot be separated from relations between the two countries. As Pol. Lt. Col. Thaksin is a fugitive in a criminal case and is still active politically in Thailand, such actions inevitably affect the sentiment of the people of Thailand.

3. The appointment of Pol. Lt. Col. Thaksin as economic adviser to the Royal Government of Cambodia and personal adviser to Prime Minister Samdech Hun Sen is therefore seen as interference in Thailand’s domestic affairs and failure to respect Thailand’s judicial system. It puts personal interest and relations before the national interests of the two countries.

4. Therefore, the Royal Thai Government cannot stand idly by and has to take into consideration the sentiment of its people. Any action taken by the Royal Thai Government is to make known to the Royal Government of Cambodia the resentment of the Thai people.

5. The aforementioned action of the Royal Government of Cambodia has thus compelled the Royal Thai Government to review its relations with Cambodia and to take the following measures:

5.1 Recall the Thai Ambassador to Phnom Penh.

5.2 Review all existing bilateral agreements and cooperation projects made with Cambodia.

5.3 Review ongoing cooperation that the Royal Thai Government has extended to Cambodia. It is with regret that the Royal Thai Government must undertake such a review as it has always been the Royal Thai Government’s commitment to cooperate with Cambodia for the development of the Cambodian people’s livelihood and to narrow the gap between Cambodia and other ASEAN member countries.

I know those advisers are the messanger boys who swindles tax money and bank money. Although Saxena revealed 'name list' to whom he transferred the money, he has no immovable evidences because he met only those 'advisers'.

HA_HA hahaha, a good plan. But I think Hun Sen is better at that than Thaksin.:) And he has a gut to risk his life when it's really necessary fro his political survival. That's a big difference in comparison with Thaksin, which make Hun Sen stay in power for much longer. So I think that the red should have their fingers crossed for Thaksin not to be dumpted by him, I guess. :)

So Camboida has not yet completed its WH registration. I didn't know it. But if the logic in the article is correct, it means that Cambodia cannot complete the registration(neither can it get the financial assistance from the donnors in WHC) as long as the territory dispute is unsettled, or they should exclude the surrouding area from their development plan. If that is the case, no wonder why Hun Sen is so pressed for time.
