They were supposed to be great chummies. One is allegedly the other's "nominee." One is said to be ready to serve the "big boss" come what may. But look at their faces here.

Perhaps, they are all thinking about the same thought: "What the hell is going to happen to me in the next few weeks?"

No doubt, this is a photo of a bunch of Mafiosos looking at the end of their notorious careers in the near future and getting frustrated at their inability to use more corruption to redeem themselves.
