Uncle Ian, I guess the dubbing is needed because his voice is drowned by surrounding noise. If the Nation wants to make some better change, it should fork out some money to buy better devices for the sakes of both its news staff and the blogcast fans.
However, I don't think there is anything wrong if the person, who interviewed, will put her or his own voice in the dubbing from time to time, given that he or she is the one who did the interview job. I think it's funnier when u watch some news programme that have to have good looking men and women show up on TV to read the news...the news that they did not do it by themselves but they are there just because they're good looking. And in some cases, they don't even understand what the key issues of the news are. :0
